I was able to re-run and re-set WMC without needing to remove WMC by way of de-selecting it in the Windows Features and re-booting the system. The time and date are synched correctly.
It does show that it's connecting to > â€œdata.tvdownload.microsoft.comâ€ but nothing downloads or updates. Please check for product updates.
