Deleting the file Recordings.xml (located under UsersAll UsersMicrosofteHomeRecording) fixed everything! Although there is no recordings.xml file for me to delete. It is likely most reliable for you to either look at the exact ACLs on another system running Windows Vista Media Center to get the exact set of ACLs, or repair/re-install
